ESRP Release NuGet BVT package

This disposable package validates NuGet PPE publishing through ESRP Release. The build pipeline assigns a unique immutable version and publishes the package and symbols as a pipeline artifact. It must only use a NuGet INT-approved package ID and must never be published to NuGet production.

Enablement prerequisites

The release pipeline defaults enableNuGetPublishing to false. Enable it only after the NuGet INT package prefix, owner, signing policy, managed-identity federation, PackageManagerMaster namespace mapping, and Canary EsrpRelease@15 task are configured. The Publisher service must also have NuGetPublishingEnabled=true in the PPE application parameters.

The build publishes scenario-specific folders for a single package, multiple package versions, a package with symbols, multiple package versions with symbols, duplicate-package replay, and reserved-prefix ownership. The prefix tests verify that both organizations can publish under ESRP.Release.NuGet.BVT.*, only esrprelease can publish under ESRP.Release.NuGet.BVT.Primary.*, and only esrprelease-org can publish under ESRP.Release.NuGet.BVT.Secondary.*. Each release stage can be enabled independently. The release stages submit only package files and verify every successfully published primary package through the NuGet INT V3 feed, emitting SHA-256 evidence in the OneBranch output artifact.
