Cng based crypto library to help with securing web endpoints and data at rest:
     - create/export/import ECDSA (P521, P384, P256) certificates
     - RSA, AES
     - JWT using ECDSA signing
     - Encrypt/Decrypt data using AES, assuming AES key is encrypted using RSA certificate
     - Stream based
     
     Initially created to work with the Kalix 'Leo' engine (see Kalix.Leo)
